News: Critical Construction Works To Proceed Despite MCO

Despite the stop-work order at all construction sites within states that were placed under the Movement Control Order (MCO), certain types of construction work that are considered essential services will be allowed to proceed.

The states placed under MCO from 13 January to 26 January include Johor, Putrajaya, Kuala Lumpur, Labuan, Melaka, Selangor, Penang and Sabah.

Senior Minister (Works) Datuk Seri Fadillah Yusof revealed that there are five categories in the construction sector that were granted exemptions.

These includes critical maintenance and repair work, building construction work, major public infrastructure construction works, professional services or consultants as well as other services in the supply chain like the supply of building materials and delivery of materials, he said.

“Detailed information on the types of work allowed will be clearly stated under the standard operating procedures (SOPs) of the construction sector,” he said as quoted by Bernama.

He added that movement control of workers within the Centralised Labour Quarters (CLQ) will also be taken into account to prevent the virus from spreading from the construction site to the local community.

“Contractors will need to provide limited transportation services to take employees from the CLQ to the construction site and back to the CLQ without stopping anywhere else,” said Fadillah.

“Therefore, contractors must ensure that the daily needs of workers at the construction site, including food and personal hygiene requirements, are fully provided to prevent their employees from having to go to grocery stores or food stalls which will lead to being in contact with local residents.”

Moreover, moving from one construction site to another by workers is not allowed during the MCO.

“Project Supervising Officers will have to ensure all SOPs are fully complied with,” said Fadillah.

He noted, however, that all companies involved in projects should secure permission to operate from the Ministry of International Trade and Industry (MITI).
